Entsar is an executive adviser, transformation leader and Board director whose career spans government, regulated organisations and complex commercial environments across Australia, the United States and the Middle East.

At NEOM in Saudi Arabia—an $800 billion giga-project—she served as Executive Director, Head of Land Development, Management and Registration, building the land administration function and spatial data infrastructure from the ground up for a greenfield development.

Earlier, as General Manager, Registry Services and Government and Stakeholder Engagement at Secure Electronic Registries Victoria (SERV), she led registry operations and government and stakeholder engagement. Her career began across Victoria’s public sector, spanning justice, environment, land administration and regulatory reform.

Entsar’s focus is on strategy, transformation, commercialisation, governance and execution—helping organisations translate ambitious objectives into the operating models and capabilities needed to deliver them.

Her Approach

Entsar established Parker Advisory & Consulting around a simple proposition:

Consequential change requires both commercial discipline and institutional stewardship.

She works directly with Boards, CEOs and senior executives when organisations are transforming, changing direction or need to restore confidence in delivery.

Her approach is evidence-led and deliberately practical. She does not begin with a predetermined structure or imported consulting model. She works from strategy and mandate through to demand, work, capability, authority, capacity and sourcing, allowing the appropriate operating model and organisation to emerge from the evidence.

Just as importantly, she understands that transformation happens through people. Her approach combines rigorous analysis and constructive challenge with careful stakeholder engagement, organisational judgement and respect for governance and consultation processes.

The objective is not simply to recommend change.

It is to help leadership make difficult decisions with greater confidence—and leave the organisation more capable of delivering after the engagement ends.
